摘要: 项目管理是管理项目的科学方法,具有把跨职能的部门和跨组织的活动综合到一起进行协调管理的功能。在中国政府管理的生态环境已发生巨大变化和传统的公共管理模式受到质疑的情况下,大胆引入项目管理能够缓解政府资源紧张、全面提高政府管理公共事业和处理临时事件的效能、推动公共管理预算合理化、防止腐败、及时终止失败项目,避免更大损失以及推动以政府为核心的公共管理体系尽快顺应今天复杂、多元和动态的环境。

Abstract: Although the practice of project management (PM) has been with us for a long time, the expression in the public administration of how to manage project has taken place only in the last few years. Today, project management has reached a maturity and will continue to be one of the principal means. There are four attributes of this paper. First is a summarization about PM' philosophy. Second is the essentialities and possibilities to apply PM knowledge to the public administration. Third is function-the effect to apply PM to the public administration. Finally, we must pay all attention to some questions when we take PM to manage the public affaires or public projects.
