Abstract:
University’s byelaws are the extention of a country’s laws and regulations
1about school management, and an important part of a school’s legal syste m. However, currently, when the university formulates byelaws it aims at efficie ncy and procedure as its practical value and excessively emphasizes the implemen tal value instead of the ideal value, justice and equity. It results in conflict s between university's byelaws and laws, ignoring the rights and interests prote ction of teachers and students.
