Abstract: It is inevitable to experience public crisises, especially under urbanization, informatization, and globalization. The accountability in the management of public crisis punishes the officials who have made a breach of duty, and prevent similar public crisis. In order to reinforce the accountability, it is important to standardize the power of the subjects, duty of those held accountable, the specifications and the process of accountability.
