Abstract: China is one of the countries which have the most serious natural disasters. Although the government has played an irreplaceable role in the management of natural disaster crises, the pattern of sole government rescues cannot obtain the optimal effect. As an organization coexistent of profitability and public resistance, the state-owned enterprise has the superiority and responsibility in the management of natural disaster crises. Take the model of "Totally Integrated" public administration as the theoretical principle, the paper constructs a frame of government and business cooperation which contains idea, organization, system, process and so on, so as to resolve the problems about Government-enterprise cooperation in disaster emergency management.
