传统乡村社区组织中公共权威的合理性刍议 ——以明清时期山西地区农村水利基层管理组织为例

A Discussion on the Rationality of Public Authority in Traditional Village Communities: Take the Case of Rural Water Management Organization during Ming-Qing Dynasty in Shanxi Province

摘要: 公共权威体系的运作不仅要解决其现实性问题,还要解决其合理性问题。以历史时期山西地区基层水利治理中的公共权威运作为例,全面检视了传统乡村社区组织中公共权威的合理性问题,并从传统乡村社区中公共权威产生的现实逻辑,乡村社区公共权威与作为基层水利治理基本制度设置的水权制度的关系,其为村落公共空间提供的价值认同与契合三个方面展开。

Abstract: The operation of public authority system should not only solve its reality, but also the rationality. In this paper, the author takes the case of the operation of public authority of water management in grass-roots communities in Shanxi Province during Ming-Qing Dynasty, proposes a comprehensive review of the rationality of public authority in the traditional village communities. The paper expands from three aspects: practical logic of public authority in the traditional rural communities, relationship between the public authority and the water rights, the provision of value identification for the public space.
