Abstract: Korea is a country with frequently occurring emergencies and disasters in Northeastern Asia.Apart from natural disasters, Korea has been challenged by politicial, economic-technical and social disasters. In recent years, Korean emergency management has experienced a distinct transformation. It has changed from reponse to natural disasters to dealing with all types of disasters comprehensively. The trend of Korean emergency management shows more and more obvious characteristic of all hazards,all phases and all participations. It is developing towards the direction of comprehensive emergency management.
