Abstract: As a resolvent for current problems such as proliferative cases and uprush of lawsuit cost, small-amount lawsuits system with its high efficiency and low cost, is focused by many countries including China as a part of the Civil Procedure innovation. Based on the research for its institution, state, special rules, present problems and resolvents, the article considers its well operation is a result of an potent support from the external judicial circumstance, and therefore, we must establish an analogous support system both in judicial ideas and institution if we wish to transplant this system to China.
