Abstract: The relation between Grass-Roots Organization and government is a two-way influence, the value of options and functions of government plays a key role. The development of GRO in China is faced with the difficulties of lack of legislative norms, lack of community resources, self-limited mobility, and lack of external oversight. Therefore, we must resolve and improve them from the realization of government control, and strive to government funding, the completion of transferring governmental functions to promote strong government control, etc. in order to achieve its sound and rapid development.
