Abstract: Liu Shaoqi, as a CPC distinguished theorist, proposed rich and clean government thinking with Chinese characteristics. This article unearthed his new discussion on the significance and the target of political parties and clean government construction, the performance and causes of the corruption. Liu raised the fight against corruption to the height of the country's political security, revealed that bureaucracy, specialization were the main performances of China's corruption and proposed many anti-corruption measures, such as to strengthen the ideological transformation, the establishment of anti-corruption system and to strengthen supervision and restraint mechanisms for public power and so on. Serving the people wholeheartedly is the fundamental goal of clean government of the ruling party.
