A Study on the Region Allocation Efficiency of Aeronautics & Astronautics S&T Resources in China: Based on DEA and Malmquist Index

  • 摘要: 在建设创新型国家和科技强军的进程中,航空航天工业科技资源的优化配置是国防科技创新和经济发展的重要支撑和推动力量.如何进一步优化航空航天科技资源配置效率,依靠科技进步和创新推动经济发展方式和战斗力生成模式的转变是当前亟待解决的重大战略课题.目前,中国航空航天科技资源区域配置效率不均衡现象明显,应深入挖掘科技资源配置潜力,注重科技投入的长期效果,加强科技创新等以不断优化航空航天工业科技资源配置效率.

     

    Abstract: In the process of building an innovative country and strengthening the army with S&T, optimal allocation of Aeronautics & Astronautics resources is the important support and driving force about the National Defense Science and technology progress and economics. How to optimize Aeronautics & Astronautics science and technology resource allocation efficiency, rely on scientific and technological progress and innovation to speed up the changes in the formation of combat effectiveness and economic development mode is the major strategic issues to solve. But at present, regional imbalance of China's aeronautics & astronautics science and technology resources allocation efficiency is obvious, for the next step we should exploit potentialities, pay attention to the long term effectiveness of investment in science and technology, strengthen the innovation of science and technology, and constantly optimize the science and technology resources allocation efficiency.
