中国国防科技研发投入特点及对策分析

China’s National Defense Science and Technology R&D Input’s Characteristics and Countermeasure Analysis

  • 摘要: 目前,中国国防R&D投入总量和投入强度都在逐年增长,且增长速度较快,但与美国等国家依托自身高度发达的经济实力和科技水平致力于发展压倒性优势的武装力量相比,中国的国防R&D投入无论从绝对量还是相对量来说都处于较低水平。形成这一特点主要是由于中国的战略文化传统等客观因素的限制。中国国防科研部门在科研成果向民用领域转移和应用方面存在很多问题,为此,应加强信息沟通渠道建设、规范国防科研的投资管理等建设性措施。

     

    Abstract: At present, China's national defense science and technology R&D input and total input intensity are increased year by year, and the growth rate is faster, but compared with the United States and other countries which rely on their own highly developed economic strength and scientific and technological level committed to the development of their overwhelming armed forces, China's national defence science and technology R&D input in either absolute quantity and relative quantity is still low. This is mainly due to China's strategic culture, such as the limitation of the traditional objective factors. At the same time, there are quite some problems and contradictions in transferring scientifi research achievements into civil fields and application by China's national defense science and technology research departments. For this reason, this paper puts forward some ideas to strengthen information communication channels construction, regulate the national defense science and technology research investment management constructive.
