Local Services: Functional Orientation of Newly-Established Colleges and Universities

As an important part in the higher education structure of China, newly-established colleges and universities are set up with a particular historical background and social conditions, which means that they should not simply copy the developmental path of key universities. These colleges and universities have to recognize their own characteristics, taking local services as their major function. The principle "one center and three-part interaction" should be put forward to promote the more effective local services.
