Abstract
Partial amnesty in Hong Kong in 1977 is by no means an unprincipled concession. Concession to the pressure could be a misleading signal and can only undermine public confidence in the fight against corruption. It is the determination of the authority, clear signal of eradicating corruption and public confidence that counts in the Equilibrium shift from widespread corruption to clean government.
