Reflection on Legislation, Academic Principles and System of Aviation Meteorology

Civil aviation meteorology has a direct impact on flight safety and operational efficiency of the civil aviation industry. With the rapid development of the civil aviation meteorology worldwide, the determination of building a civil aviation power, and the comprehensive promotion of law-based governance in China, China's civil aviation meteorology faces many challenges such as an increasingly multi-interest demand and commercialization and thus more active mode of the meteorological service. The healthy development of civil aviation meteorological services is closely related with the standard, constraint and guarantee of aviation law. The civil aviation meteorological legal system in China has taken shape, aviation meteorological work has entered the orbit of ruled by law. But as a new crossed legal department, the civil aviation meteorological legal system in China has such problems as low legislative level, limited value target, narrow scope of adjustment and imbalanced structure and system. The paper suggests that Meteorology Law and Civil Aviation Law be modified, and Aviation Meteorology Law or Aviation Meteorological Services Regulations be legislated to improve the access permission mechanism and the quality of service management system and to introduce a fair market competition mechanism. It is also suggested that the management and financial system of aviation meteorology be reformed and the system of aviation meteorology product and service be established.
