Impact of Space Law on the Deployment of Mega-Constellations and Countermeasures

  • Mega-constellation, such as Low Earth Orbit(LEO) communication satellite constellations, is a hot topic of space industry unavoidably impacted by outer space laws. The space law could provide legal principal foundation, however, with many contradictory factors, such as space debris mitigation, frequency and orbit assignment, registration and regulation, economical efficiency and reliability etc. Thus, this paper proposes China to take measures to settle this situation, which may involve accelerating the domestic legislation work, deepening international corporation, strengthening innovative research and systematic solution with the characteristics of China.
