Study of Regulation Policies of Civil Drones from the Perspective of Interests Coornination

  • The regulation of civil drones involves many stakeholders and there are obviously disputes among them, so in the formualtion of relevant policies, democracy, fairness, and acceptability are of particular importance. Based on in-depth interviews, the paper developed the highly realistic scenariosin which seven roles of administrative agency, civil drone manufacturer, distributor, user, cloud system provider, ordinary people, and model plane fan are included. After that, negotions concerning controversial issues such as flying zone, operation permit, real-name sales system, technical regulation platform were carried out to seek concensus by means of deliberative role-playing. On the basis of the consensus reached, several recommendations were put forward to improve the regulation of civil drones. Civil drone flight bases, an integrated regulation platform, as well as the national comprehensive service platform should be establised for drones' operation and management. In addition, manufacturers should beencouraged to bein collaboration with the cloud system outsourcers to jointly develop technical regulation systems.
