Embedded Collaboration as Linkage between Primary-level Party Building and Community Governance: A Case Study of Community

With the advent of "post work-unit times", unit mode of Party building with the characteristics of closeness cannot fit in with the social structure, which means, it is necessary to change the construction way to innovate social governance. This study observed that, to cultivate the independency of community and realized structural embeddedness, S community coordinated the relationship between community Party branch and committees and integrated elements within the community through the initiative "breeding network" working method; and therefore, rea-lized the goal of functional embeddedness through the guidance of the Party and Party members supplemented by diversified activities, which gradually coordinated the interests of multi-parties and cultivated many self-organized groups. It is demonstrated that the combination of management and services through embeddedness represents a new mode of primary-level Party building governance named "embedded collaboration".
