Party Building Leadership, Embedding and Linkage in Construction of Community at the Grassroots Level: A Case Study of J Community 365 Negotiation Chamber

  • In the process of modernizing community-level governance capacity, the guidance of Party building has become an important institutional arrangement for promoting consultation and co-governance by multiple entities. Beijing innovated a new model of community-level community governance and carried out community consultation. Taking the 365 consultation hall of J Community in Beijing as an example, this paper studies the demand feedback mechanism, consultation and discussion mechanism, interest coordination mechanism and supervision and evaluation mechanism construction of the consultation hall from four dimensions of empowerment embedding, substantive embedding, organization embedding and cooperation embedding. The research shows that the four governance mechanisms of community consultation are integrated by the coordination mode of Party building leading, which realize the deep embedding of party building leading; the core leadership role of the Party in grassroots community governance is highlighted through subject activation, resource sharing, organization coverage and value integration; the Party construction guides the establishment of a new pattern of community governance which features extensive consultation, joint construction, joint governance and sharing, by giving full play to the linkage effect of multi-party cooperation and co-governance.
