Coordination and Improvement of Domestic and International Governance of LEO Satellite Constellations

Abstract
At present, the governance of LEO satellite constellations in outer space is faced with the problems of limited orbital frequency resources, the risks of satellite collision, and environmental pollution, etc. The deployment of LEO satellite constellations in low earth orbit by various countries is still promoting steadily. In addition, as the current construction of LEO satellite constellations is lack of orderly supervision, and there is no consensus on the governance of LEO satellite constellations among countries, it is urgent to coordinate and improve the governance of LEO satellite constellations in outer space. Hence, the paper analyzes the domestic governance environment in China, the United Kingdom, and the United States from the perspective of governance policies and legislative trends, and puts forward suggestions for the improvement of international governance and the conception of coordinated governance by summarizing the deficiencies of the governance rules of LEO satellite constellations in outer space. It is essential to clarify the defining feature and tone of peaceful development in outer space, and emphasize the development of a community with a shared future in space. Furthermore, it is necessary to make rational use of the relevant platforms of the United Nations to actively improve the existing rules, and strengthen current cooperation mechanisms of space countries to benefit the improvement of the governance of LEO satellite constellations in outer space and relevant governance rules.
