Ten Years of New Medical Reform: Research on the Collaborative Governance of Multiple Policy Subjects of Healthcare Informatization in China

  • The construction of healthcare informatization is the focus of the new round of medical and health system reform in China, and it is also the technical basis to realize the modernization of medical and health governance in China. However, the content of healthcare informatization construction is complex, which requires efficient cooperation and collaborative governance of multiple departments. Based on related documents issued at the national level since the new healthcare reform years ago, social network analysis method was used to measure the node attributes of the cooperation network of policy subjects, and draw a two-dimensional matrix diagram of the "breadth depth" of the cooperation among policy subjects, and analyze the role evolution law of the main body of healthcare informatization policy in the collaborative network. The research shows that the policy subjects of medical and health information construction are becoming more and more diverse, and the cooperation relationship between subjects is becoming more and more complex, but the institutions that play the core role are limited, and the centralization of policy cooperation network is remarkable. A closed loop of close cooperation has gradually formed between the National Health Commission of the People’s Republic of China, the National Administration of Traditional Chinese Medicine, the National Development and Reform Commission, the Ministry of Finance of the People’s Republic of China, the Ministry of Science and Technology the People’s Republic of China, the Ministry of Industry and Information Technology of the People’s Republic of China, the Ministry of Civil Affairs of the People’s Republic of China, the State Administration for Market Regulation and the Ministry of Education of the People’s Republic of China. The change path of the role of the policy subject is mainly gradual evolution, and the direct driving force of the sudden evolution mainly comes from the promulgation of the key policy texts of the superior government. Policy oriented learning and communication mechanism is an important prerequisite for building trust based intergovernmental relations, promoting the coordination of policy subjects and realizing the modernization of medical and health governance.
