Review of Foreign Policy Implementation Research in the Past 50 Years: Evolution, Themes and Frontier Progress

Policies are rooted in the times. Policy implementation is a hot issue in the process of contemporary Chinese policy, and many insightful studies have been accumulated in China. However, policy researchers can better understand the positioning and problems of policy implementation in their own country from a comparative perspective. The study of policy implementation in foreign countries has a history of 50 years, and has gone through three generations of theoretical development, forming many views. In order to promote the research on policy implementation in China and promote the dialogue and exchange between local theories and foreign theories, this paper summarizes the development context and main perspectives of foreign policy implementation research, and presents the basic theories and cutting-edge progress of policy implementation research.
