A Future-oriented Legal Regulatory Framework for Urban Air Mobility

Urban Air Mobility (UAM) involves using electric Vertical Take-offand Landing (eVTOL) or Short Take-off and Landing (STOL) aircraft, as well as the associated systems and infrastructure, to facilitate the air transport of people and cargo within urban low-altitude airspace. China’s UAM sector has a solid foundation and broad prospects for development, and its advancement necessitates a robust legal framework for protection. The advantages and risks inherent in the UAM system provide a pragmatic foundation for crafting relevant legal regulations. A future-oriented legal regulatory framework for UAM should be guided by the principles of inclusiveness and prudence, dynamic safety, intelligent efficiency, and comprehensive assurance, and should establish an interconnected and mutually supportive legal framework across elemental security, traffic management, industrial policy, market supervision, and technical standards to create a comprehensive regulatory framework for UAM.
