How Digital Technology Enables Urban Governance Resilience

Abstract
Resilient governance and the construction of resilient cities have gradually become the practical choices and development trends of China’s urban managers to cope with the complexity, dynamics and heterogeneity of the modern social context. Based on the case study of the city brain in Huitian District of Beijing, we analyze the logic, internal mechanism and development path of digital technology-enabled urban resilience governance. The study finds that the current digital-enabled urban resilience governance is different from the traditional governance model in terms of conceptual integration and upgrading, structural resource synergy, and functional and technological complementary, and is highly suitable for the needs of modern urban governance, and has outstanding performance in the five dimensions of framework construction, scope of application, practice and implementation, administrative mode and subject structure. To further build the analytical framework of “system-structure-technology” and ultimately around the practice of urban governance, to explore the development path of digitally-enabled urban resilience governance under the ecological environment of information-physical-social fusion system, and to provide ideas for the better implementation of urban resilience construction.
