Research on the Strategic Choice of Accelerating the Construction of Modernized Metropolitan Area in Northeast China

  • The Fourth Plenary Session of the 20th Central Committee of the Party clearly stated that accelerating the construction of modern metropolitan areas constitutes a crucial strategic measure for promoting comprehensive revitalization in Northeast China. Characteristic facts indicate that the spatial pattern of Northeast China is relatively inefficient, facing challenges such as population and economic dispersion, long spatial convection distances, high transaction costs, and insufficient agglomeration economy. The compact and interconnected metropolitan area mode can effectively break through the above dilemmas. The new metropolitan area paradigm, centered on the deep integration of green, intelligence, and resilience(GIR), provides new ideas for the construction of modernized metropolitan areas in Northeast China through effects such as time-space compression, density substitution, and spatial reconstruction. During the "15th Five-Year Plan" and a future period, the construction of modernized metropolitan areas in Northeast China should focus on innovation-driven development, continuously aggregate and cultivate high-end innovative talents, increase investment in innovative capital, strengthen urban functional node attributes, create an "innovation-life" integrated livable and business-friendly environment, and explore and practice the specific paths of the new metropolitan area paradigm according to local conditions.
