The Inherent Limitation of Unemployment Insurance & the Construction of Employment Security System

Unemployment is essentially associated with the adjustment of economic operation ; it means that labor needs to go through d smooth and free conversion from empl oyment to unemployment, so as to achieve the optimal allocation of labor resourc es. Therefore, the existing unemployment insurance system has inherent shortcomi ngs; the policy is a passive, rather than active government action. Employment s ecurity should be fundamental ideas on governance changes, fairness and efficien cy should be the basic starting point. In the current situation, the implementat ion of proactive employment security should become the primary objective of the employment policy.
