Risk Society and "Excessively-blamed Government" Predicament

Abstract
In the crisis society, human beings will be confronted with more uncertainties a nd produce more crises because of the limitation of knowledge. Yet it is difficu lt to determine the responsibilities for the crises in today’s elaborately labo r-divided society as a result of "common conspiracy", which leads to "organi zed irresponsibility". Therefore, the government will unavoidably face more unp reventable public crises as well as the impediment to find out the real trouble -makers who should take the responsibilities. As a result, under the State-cen tered governance pattern, the government will fall into the predicament of being excessively-blamed. A common governance pattern with the cooperation between t he country, market and civil society is a solution for the government breaking a way from the predicament and transforming into a "service-oriented government ".
