The Behavior Patterns Analysis of Contemporary Japanese Street-level Bureaucrats

This article takes contemporary Japanese street-level bureaucrats as the research object and starts from the characteristics of Japanese bureaucracy-s fusion, incompletion and introduction. It uses the history analysis method, sets up the model of the relationship between street-level bureaucracy and organizations under specific behavior patterns and propound the new administration concept "warning-administration". The article concludes that, by analyzing its characteristic behavior patterns based on Japanese street-level bureaucrats- behavior patterns structure, operation logic, specific approach and existential dilemma, we should strengthen the Chinese street-level public servant system building from three aspects.
