the emergence of SARS shows its iceberg in the criminal ideology of empirical legislation and rigidified justices as well. As being challenged to the issues, we would change the ideas to the criminal lawmakers and judicial bureaucracy by all which would foresee in the legislation and activate the criminal judicatory.
