The new System Economics theory, represented by North, can be taken as a favorable reference in the personnel structure regulation. This paper, based on the related entrustment theory of System Economics, theoretically probes into the operating mechanism for optimizing information source collocation of the personnel structure and for perfecting the personnel marketing through the intermediary institutions.
