Although the practice of project management (PM) has been with us for a long time, the expression in the public administration of how to manage project has taken place only in the last few years. Today, project management has reached a maturity and will continue to be one of the principal means. There are four attributes of this paper. First is a summarization about PM' philosophy. Second is the essentialities and possibilities to apply PM knowledge to the public administration. Third is function-the effect to apply PM to the public administration. Finally, we must pay all attention to some questions when we take PM to manage the public affaires or public projects.
