Implementing Rural Policies: The Restraining Factors and Strategies

  • The main factors responsible for the deviation in implementing the rural polices include the defects with the primary-level organizational system and its perfo rmance, the lack of policy implementation resources, the resistance from targe t groups, and the problems with the adaptability of policies itself. Consequent ly, the poor implementation of the rural policy creates the tension between the local leaders and the general masses. Moreover, these phenomena may increase t he risk of social instability and thus check the comprehensive development of ru ral economy and stability. Therefore, this article suggests that primary-level system and its function be reformed to make sure that the policies concerning r ural development can be well implemented.
