Practice and Strategies in the Construction of "211 Project"

The "211 Project" set for nation-wide institutions of higher learning has been of the greatest importance ever since the establishment of the nation- s 9th five-year program and therefore drawing world-wide attention. The variou s specific work concerning the project in a university ought to be designed in a holistic way. Applying the strategic designing theory, this paper discusses the fundamental problems with strategic designing and, on the basis of the practice of Beihang University-s "211 Project", put forth some solutions for a univer sity.
