The paper researches the relationship between Qixin Company and the contemporary government in light of the rent-seeking theory. The research holds that the su ccess in production and saleroom of Qixin has close connection with rent-seekin g action. Meanwhile, the rent-seeking action raised the cost of Qixin as well a s the whole cement enterprises. It decreased the efficiency of production and th e customer's welfare. Hence, it brought about the waste of social resources.
