Strategy and the Path of Tertiary Education Optimizing the Local Culture of Science and Technology

The culture of science and technology is the nutrition to the creation of national science and technology. Apart from directly contributing technological achievements and human resources, universities also have the function of optimizing the local technological culture, which is necessary to enhance the country-s softpower and to maintain the development of national innovation. This point should not be neglected. This paper discusses briefly the mechanism for optimizing local technology culture of higher education.
