A Study on Japanese Emergency Management Mechanism and Enlightenment——A Case Study of 3.11 Earthquakes

  • On Friday 11 March 2011, a terrible earthquake which caused extensive and severe structural damage occurred off the coast of Japan. During the whole period of struggling to the sudden disaster, what impressed us most is the order and the speediness of the Japanese citizens. Based on our research, we can draw a conclusion that the order of the Japanese society when they are faced with a disaster can be attributed to the Japanese emergency management mechanism which encourages management participator diversity. For it focuses on preventing system buildings, pays attention to integrating emergency management systems in different regions and hierarchies, and takes in emergency management capabilities construction in villages' level seriously, the system can perfectly perform the function of prevention and emergency. This paper discusses quite some areas from which China can learn.
