The international mechanism established in Cold War is not enough to manage the issues of space security, which are increasing prominent. In order to govern space security dilemma, UN should pay positive roles in promoting fair and responsible use of space. At present, the Code of Conduct for Space which emerges in internatinoal practice, seems the only means dealing with the dilemma.
