On the Construction of Ability for Troops' Emergency Management under the Public Crisis Situation

The various non- traditional threats continuously lead to public safety crises, the troop plays an important role and mainstay function on handling and solving public crises. However, from what had happened while the troop dealt with the crises, there still exist many structural blemishes during their dealings with the public crises in emergency situations, such as the blurry idea for the emergency management; the incoordinated and inefficient command relationships and integration of military and local information resources; the inefficient joint training of the military and local departments; the unsmooth coordination and communication; the imperfect regulatory system, etc. So, in order to strengthen the construction of emergency management ability, we should explore the basic regulations of the emergency management, clarifying the thinking and understanding of emergency management, construct a scientific emergency management mechanism; and construct and improve the law system of emergency management.
