  • With the increase of the army's taking part in public emergencies, the strengthening of the army's emergency management capability construction and the further improving of the army's emergency management capability are the essential requests of the army executing diversified military missions in the new environment. The assessment of the public emergency management capability for the army is an important link that heightens and improves the army's management capability in public energencies. The assessment's value orientation for the army management capability in public energency should be people oriented, capability dominated, multi-body opened and law observing. The key work is to establish the internal and outside work combained work process, to construct the index system that is based on process, and to improve the technical core, technical goal and technical mission for the assessment of the army management capability in public energencies,which will make the assessment of military emergency management capability more effective and normative.
