In across boundary supply of public services and across boundary governance on public issues, the Chinese government increasingly relies on collaboration between local governments, between government departments, and between the central government and local government. In response to the phenomenon, and based on observation on the real situation, and integrating the collaborative management literatures of the West, this thesis builds a broad intergovernmental governance model of collaboration across boundaries. The model is composed of three broad variables——initial condition of coordinative governance, process of coordinative governance, and outcomes of coordinative governance, which systematically expound the operation mechanism of coordinative process and key impact factors, and provide an effective model of governance for supply of public services across boundaries and governance on public issues across boundaries in our country.
