  • The cross-organization business accounts for half of the total government business approximately. In the Internet age, correct understanding of the characteristics of cross-organization business is of practical significance in constructing the wholeness of government and service-oriented government.On the basis of analysing the national survey data,this paper concludes from the reality that there exist two kinds of cross-organization organizational relations, fifteen kinds of cross-organization business structures,and sixteen kinds of information flow relations.
