While Chinese society is at a critical period of a comprehensive transformation, governance becomes a crucial factor. Junior civil servants are one of the components of our government to implement good governance because of the huge number of them. Therefore, it is essential for junior civil servants to effectively play their own roles, their dual role of being responsible to their senior leadership and to the citizens. But, the Chinese junior civil servants system still has some problems.It is necessary to rebuild the spirit of public administration.For this reason,this paper intends to apply with the spirit of public administration of Frederickson and the related theories in the analysis of the junior civil servants' spirit of public administration in order to remodel a valid path.
