Ability Standard or Distributive Justice

People's Development is an essential content to Marxist theory. Ability Reliance is appropriate transformation of contemporary version and Sinicization to Marx's People's Development theory. After serious consideration we found Ability Reliance, on the one hand, says high praise for hotshots standard and efficiency awareness, but ignores the compassionate and soothing to vulnerable groups on the other. Ability Reliance cannot replace the distributive justice. In regard of this problem we propose the concept of "national concern" as a debate.
