Inter-cultural communication means the relationship between different people under different cultural background. Based on the observation of ELF oral courses taught by foreign teachers in China and the author's personal teaching experiences, this paper analyzes the deficiency of Chinese EFL learners' intercultural communicative competence with foreign teachers, and the necessarity of the cooperative teaching model. Finally, with the theoretical framework of intercultural communicative competence model, this paper puts forward the training model of ICC based on the cooperative teaching between native teacher and Chinese teacher. This model aims to help the students have a better understanding of English speaking countries, become more sensitive of the cultural differences, get a clearer idea of intercultural communication, and finally promote the English language proficiency.
