On the Evolutionary Mechanism and Social Impact of Network “Similar Civil Organization”

  • Taking "Baobeihuijia(baby-come-home)" website which helps search for missing children as the case, the paper makes an investigation into the evolutionary mechanism of the Network "Similar Civil Organization" (NSCO) and suggests that the evolutionary mechanism of NSCO be divided into four stages: formation, development, standardization and maturity. Making an analysis about the social impact of NSCO, the paper finds that the NSCO plays a positive role in promoting public participation, enhancing the influence of NSCO, accelerating the coordinated development of the society and broadening the range of administrative supervision. However, due to its development defects and the slow construction of rule of law, NSCO can also cause social disorder, irrational network opinion and other negative social impacts. Therefore, the paper puts forward countermeasures for the healthy development of NSCO, which include creating a development environment, transforming cultivation mode, deepening internal management mechanism, speeding up legislative process and improving regulatory system.
