  • The democratic management of the Chinese universities is facing new challlenges in the new era. The constructin of Teachers' Representative Congress(TRC) which serves as the main approach to the democratic management and supervision has become increasingly important. During the operating and functioning of TRC, there exist some problems such as the ineffectiveness of laws and regulations and the lack of teachers' awareness of their legal rights. To improve the role of Teachers' Representative Congress, we must strengthen the leadership of the party committee and establish an effective platform for multi-level communication.
