Abstract: The exercises of the state power for the people has been set as the essential guide line of the Party for its work，which is not only based on the over5 000years brilliant civilization, but also is the historical experience of the Party over the past 80 years in leading. Carrying out the important thought of Three Represents requires all levels of the Party's organizations and all leaders at different levels to stick to this essential guide line in their practical work.
