The Transformation and Development of Emergency Management in Korea

摘要: 韩国是东北亚地区突发事件较多的国家。除自然灾害外,韩国的公共安全还面临着政治型、经济-技术型及社会型突发事件的挑战。近年来,韩国的应急管理进行了明显的转型,即从单纯应对自然灾害转向多灾种协同应对。此外,韩国应急管理全风险、全阶段、全参与的趋势日益明朗,正在朝着综合性应急管理的方向发展。Abstract: Korea is a country with frequently occurring emergencies and disasters in Northeastern Asia.Apart from natural disasters, Korea has been challenged by politicial, economic-technical and social disasters. In recent years, Korean emergency management has experienced a distinct transformation. It has changed from reponse to natural disasters to dealing with all types of disasters comprehensively. The trend of Korean emergency management shows more and more obvious characteristic of all hazards,all phases and all participations. It is developing towards the direction of comprehensive emergency management.
