In the past fifty years, Information and Communications Technology (ICT) has been developing quite rapidly in the world. The investments in ICT may have different results in different countries due to their different cultural environments. By means of statistics and on the basis of Hofstide's theory, this paper analyses the influences in the progress and spread of ICT in different countries by cultural environments. At the end, the paper gives quantified results about the influences of cultural factors in the progress and spread of ICT.
