Abstract:
This article puts forward the approach and the procedure for value engineering a nalysis of large-scale projects and applies them to the construction of the se cond Beijing Capital Airport. The value of the airport project is analy zed from the aspects of airport construction and facilities. A detailed list of the value of airport projectis presented. Four tentative schemes for the constru ction of the second Beijing Capital Airport are discussed with a view to achievi ng the maximal value. Finally, four alternativelocations for the new airport are evaluated using fuzzy Quality Function Deployment (QFD), of which the one that produces the maximal value is proposed.
Abstract:
In order to explore the Post-occupancy Evaluation of schools in Hong Kong, an e ntropy weight model is proposed in the article. In this model, the objective ent ropy weight is employed as the weight of criteria and integrated with TOPSIS met hod. The model is applied to POE of offices and classrooms in schools. The findi ngs indicate that it can avoid uncertainty and randomicity of subjective judgmen ts. Moreover, it is found that one of the schools under study has acceptable P OE but is still re-built. Therefore, the government should evaluate the necess ity of investments before commencing new building projects.
Abstract:
The introduction of transaction costs makes complex the optimal strate gy of consumption and investment. With transaction costs charged, stocks cannot be traded heavily. This article studies the optimal strategy of consumption and investment for a HARA investor who has to pay transaction costs proportionall y and wants to maximize the expected utility of finite/or infinite horizon. With a focus on the two assets , the HJB can be reduced from a PDE to an ODE by using the concavity and the homothetic property of the value function,. The analytic forms of the value functions in the transaction zone and HJB equation which the value function requires in the NT zone are given
Abstract:
In the light of the data of China's foreign exchange reserve in the pe riod from 1994 to 2004, this article analyzes the growth process of China's fore ign exchange reserve.It is found that China's foreign exchange reserve features a phased growth and the growth process can be divided into three different stag es. In view of the current situation of China's foreign exchange reserve and dra wing on the relevant theories of international finance, the article explores the rationale for the phased growth of China's foreign exchange reserve and points out that the balance between current account and finance account is the direct c ause leading to the phased growth of China's foreign exchange reserve while the factors which affect the balance between the two accounts are markedly different .
Abstract:
In this paper, we first investigated the main variables that influence the issue d scale of Treasury bonds with Granger Causality Test, and then we conducted uni t root test of ADF and PP tests to time series that explain scales of Treasury b onds, and cointegration test of Johansen test to the relationship among scale of Treasury bonds and the explained variables, respectively. We established the lo ng-run equilibrium equation and short-run error-correction model (ECM) to for ecast the issued scale of Treasury bonds in China, the model reasonably explaine d the long-run equilibrium relationship between the issued scale of Treas ury bond and macroeconomic variables, as well the short term factors that lead t o the volatility of Treasury bond issued scale. The performance showed that our models could provide accurate forecast for issued scale of Treasury bonds.

The enterprise pension involves several interested parties, such as employees, e oployers, treasurers and investment managers.The parties concerned are in contin ualcontract with one another, and thus form principal-agent relationships. This article focuses on the principal-agent problem in the enterprise pensi on system. Based on an analysis if the underlying cause of the problems the arti cle puts forward the strategies of coping with it.

Eco-design is a new design method that emerges in industry circlesagainst the b ackground of the growing gravity of environmental and resource problems. This a rticle firstintroduces the concept of eco-design, the course of development, ru les and standards for the evaluation of eco-design. Then, it surveys the latest development and progress of eco-design research. Finally, problems confronting eco-design at present and the approaches for bettering eco-design are put for ward.

Since the end of the Iraq war, Iran's nuclear problem has become anoth er hot issueof the Middle East that the international community is concerned wit h. As an major entity with political and economic interests in the Middle East, European Union began to get more actively involved in Iran nuclear problem than at any time since World War II. It not only acts against U.S, but also has bee n negotiating with Iran patiently for many years. This move is just a reflection of the shift in European Union's diplomatic strategy in the issues of the Middl e East in the postcold war era.

The Outer Space Treaty made by the United Nations stipulates the guidi ng principles ofpeaceful settlement of disputes in outer space activities. Howev er, these principles remain to be improved due to the deficiencies they have. So far different proposals have been put forward for settling disputes in outer space. Countries worldwide should make a concerted effort to perfect the existin g dispute settlement mechanisms for outer space activities.

The article briefly comments on the merits and deficiencies of the theory of the joint crime in mainland China's law system and the various opinions concerning one-sided accomplice in the field of criminal studies. Then the article analy zes the necessity of taking one-sided accomplice as one form of the joint crim e in the current judicial context and the rationale forit based on the consti tutes of crime. Finally the articleelaborates on the different types of one-sid ed accomplice and the corresponding criminal responsibilities.

The essence of the Constitution consists in the guarantee of human rights, so h uman rights protected in criminal procedure is bound to be a focus of the Constitution and a crucial component of the fundamental human rights. Human rights protectedin criminal procedure in the foreign constitutions mainly includ e the right to the presumption of innocence, the right to punishment free of ill egal mandate, the right of defense, the right to bail, the right to prove one's own guilt under no coercion, the right to a fair trial, etc. These rights are of great significance for protecting human rights of people in general and defenda nts in particular.

Abstract:
As a common language phenomenon, nominal ellipsis occurs in the fulfil ment of any of the three metafunctions, i.e. ideational, interpersonal and textu al functions. In fulfiling these three metafunctions, nominal ellipsis is vario usly applied. This article, based on Halliday's study on three metafunctions in his Introduction to Functional Grammar, tries to make a tentative analysis of th e ways to fulfil three metafunctions by means of nominal ellipsis.
Abstract:
Based on a literature review of the studies on the so-called CLIL teac hing model, this article explores the necessity and feasibility of applying CLI L to Chinese college English teaching. It is pointed out that CLIL has pedagogi cal implications for the current college English teaching reform in China. Final ly, the article raises some problems that merit consideration when CLIL is appli ed to the actual process of teaching.
Abstract:
China's student loans scheme has not yielded the expected results ever since its implementation throughout the country in 2000. This article, starting with the objective of student loans system, analyzes the existing problems of the present system. It is pointed out thatthe crux of the problems lies in the l ack of due attention to the target group in the system designing. Finally, the article proposes the guiding principles of achieving effective targeting the mea sures taken to prevent the behavioral effects of targeting.

Through analyzing the current situation concerning the use, administra tion and supervision of scientific research fund in higher education institution s, this article points out the problems in the management of scientific researc h fund, such as lack of efficiency and standardization . Based on an exploration of the underlying cause of these problems, the article puts forward three strat egies to cope with them: sticking to the five principles in the management of th e fund, perfecting the mode of management in scientific research and tightening up the supervision over the whole process of fund administration,; and making a sound assessmentof cost.
